In this free tutorial we will show you how to quickly and easily create this picture that could be used as a wallpaper, web banner, flyer.
For the beginning create a new file with 1280×1024 px and 72 dpi. Next select the Rectangle Tool (U) to stretch out the rectangle on the whole file, applying for it the parameters indicated below:

It’s the picture we need to get:
Now we should select the Custom Shape Tool (U) and the pattern Flower 2, situated on the top panel:
Place the obtained flower on the central part of the green circle:
Mark out the flower’s top points with the Direct Selection Tool (A), pressing simultaneously Shift button.
Press the combination of buttons Ctrl+T and select the option Maintain aspect ratio to increase the figure’s transformation uniformly till getting a star.
Make four copies of the new object Ctrl+J. Turn them around by clock’s hand and choose the Free Transform option for getting a star containing a lot of rays.
Set the color #00E400 for all the layers:
Next we need to find a car’s photo and cut it out with the Eraser Tool (E). You may see an example below:
Place the car on the central part of the picture, choosing for it next selections:
Blending Options>Drop Shadow and Inner Shadow.
The role of these parameters is to give a kind of pseudo illumination for the car:
On this stage we’ll get the next picture:
Download out of Internet a set of ready to apply brushes for Adobe Photoshop, named Vector Flower Brushes II
Insert the ornaments made with the demonstrated above brushes of black color on a new layer that needs to be placed under the layer containing the car.
Create the second layer to insert the next ornaments to get the same picture from below:
Next step includes creating a new file (File>New) of 600×400 px and 72 dpi. Using the Rectangle Marquee Tool (M), try to represent an element of square form on the new file. Then choose the Paint Bucket Tool (G) to fill the new file with the black color.
Select the Move Tool (V) and press Ctrl+Alt while using the instrument for making copies of the squares, placing them as a chess table. We’ll get a racing flag, like the next one:
Place it on our basic picture:
The flag needs a small change (Ctrl+T) by choosing on the top panel the warp mod pattern for it.
Now it is possible to move the net of transformation to get the effect of a flag’s waving in the wind.
Then make another transformation of this flag by making it smaller just to place it behind the layer containing the car and star. Use the Eraser Tool (E) with the Opacity of 40% to erase a flag’s edge, situated behind the car’s layer. Make a copy after that and turn it over horizontally with the Free Transform option for placing t ion the opposite side.
Make copies of these two flags and then make them smaller to get the effect of mirror reflection. Set the next demonstrated Opacity parameter for the made layers:
